I do window cleaning at shopping center's a couple days a week, and I actually overheard a manager in one of the stores talk about a woman who has been exploiting this. Basically, this woman would buy a pair of shoes (say for $150), then as part of a promotion, she would get a $50 voucher to go along with it. But once she'd received the voucher, she'd return the original item in-store so they wouldn't take back the voucher. She'd repeat this process, and then use the vouchers to buy what she wanted. The manager said she had literally gotten thousands of dollars worth of clothes and shoes for free by doing this and they didn't know what to do about it.
