What I did was buy several thousand in visa gift cards with my Fidelity Visa. So I get both 2% cash back from fidelity and 2% from Rakuten. Then I used the visa gift cards to pay my regular bills (Electricity, phone, cable).

Anyway, I know the jannies hate this sort of thing, but I will be online here to answer any questions.
