How does one negotiate salary and benefits with a hiring manager?

For federal just say you want a bump to step 4 on hiring (it's the max they can approve locally without needing higher level approval, at least for DOD). Might be different for other agencies.

For corporate you'll have to do a bit more research, but just being prepared to walk and having other offers waiting in the wings is the main thing. If you're desperate, they can smell it and they'll lowball you into the dirt.

You can probably push higher than that if they really want you, but you'd have to be some kind of autistic trans native american woman who's also actually competent in xir field for them to want you that badly.

If you're comfortable with a number inside their range, then ask for a little more than that and if they offer less than you're willing to accept, tell them you have a hard limit at the number you want, they have you number, and to contact you once they get approval to pay you what you're worth. Then walk away and go to the next salary negotiation.

You can literally choose to identify as some kind of fag and pretend to be hispanic very easily (just say your grandmother's mother was from Argentina). They are desperate and have claimed that I am a very strong candidate for the position. In the benefits package they list, they don't include tuition reimbursement, which I am particularly keen on. Since they don't offer that, I want to ask them to include that, or at the very least raise my salary by $5k.
