Well we hit the limit at which we could borrow back in January. So we stopped borrowing and started to just drain the treasury. Basically its all just book entries and when it gets down to the last book, the Treasury thats when the clock starts. When that clock hit $0 we have a "technical default", now it wont be a real default because we mint the coin or we change the debt ceiling.
