Their net worth wouldn't increase by THAT much (or at least it'd only increase sub-linearly) because the billionaires are not consumer a billion dollar's worth of goods, whereas a millionaire would consume a million dollars' worth of goods, thus driving up prices. Since they'd also consume the same types of goods are average people, it'd hurt those people in aggregate.
