Obviously when the 1W is lower than it is now. Considering how the 1M still looks however, it's unlikely the 1W will hit 0 or even go below 10 points. So we shouldn't wait for it to fully bottom out, as it most likely won't. With the 1M still looking bullish we can expect the 1W to begin rising somewhere between 10 and 30 points. You'll have to act according to how the market situation actually looks later of course, for example if the 1W is at let's say 20 points while the 1D has reached 100 and has begun going down, then obviously the 1W won't stay at 20 points; it'll go lower.

Of course if the market situation is especially bearish for some reason when the 1W nears its bottom and the 1M starts turning down, which would be absolutely catastrophic and unprecedented (in the middle of a proper bullrun), then of course the 1W falling below 10 becomes very likely as opposed to unlikely.
