For a transaction to be valid it has to be accepted by >51% of all nodes, not just miners. POW is utterly pointless because if non-mining nodes disagree on a transaction they just end up in a chain split, chain splits happen all the time.
Wether you waste 6MW or 60 unless the attacker can control >51% of all nodes the transaction will just end up in a chain split.
