A bank can still take on losses on their investments. Not having a reserve requirement actually made things worse because they have no liquid assets like cash and have to sell their investments at a loss which makes them insolvent as they have less assets on their balance sheets than deposit liabilities. If they could freeze customer deposits for 5 years and basically lock them out of their money, most of these banks would be okay as their losses on the bonds mature away.

Bank runs happen because the banks invested the majority of their money into something stupid. Depositors find out and then they pull out more money than the bank has at hand. Yes it's true that the FED can just print money but the FED will only bail out the banks they just happen to own stock of.
