no it applies to any alt that lived through any part of 2021. new cycle fresh new alts, every time. some will peak before the cycle fully takes off, like defi summer alts, some peak at the very end before the collapse.
but they all fail to make new btc highs, the exceptions are coins that were fully redesigned and effectively relaunched like bnb, or coins that had a huge pump and dump like doge.
