Long end bonds aren't affected by interest rate hikes in that same way as the short end. At this point TLT will benefit from a hawkish Fed because it means that future inflation will be lower.

TLT is going up because the economy is slowing, the banking crisis isn't over, and the debt ceiling crisis has just begun. When the economy slows/something breaks it means stocks/real estate will grow slower or deflate. This makes it harder to get a return on your money and makes the guaranteed return from treasury bonds more lucrative.
