I'll give you my dumb take:

1. Stacy wants to go to college but can't afford the credits. The school overinflates the value of the curriculum and by extension the credits needed to get that degree. Let's start with $750 per credit. The degree is about 48 credits, so $36,000 without counting costs of living or bullshit like life insurance. To make ends meet she gets a government loan, pretty easy to get and apply for, just get your FSA ID and fill out your FAFSA.

School catches on, realizes it can inflate the value of the credit for next year. Building maintenance, staff and equipment costs would be my guess. Let's go to $800. Thomas wants to attend the same college this year, he gets government loans. Pretty easy to get, just like Stacy. School inflates the price of the credits again the next year, and the year after that, and you get the point. They know there's enough demand, and most students will be able to pay tuition with loans, there's no incentive not to do so.

2. No. I don't think it's worth the money. It doesn't matter if you got a degree from an Ivy, or from Who university. What matters is the social game. If you're going to get in debt for a school with accolades, learn how to make business partners, rub elbows with the wealthy, or show off your shit. Doesn't matter where the degree comes from, you will start at the bottom of the totem pole. The degree is just an excuse to not give you a promotion later down the line, even if you're qualified without it. Otherwise just look for the cheapest degree in your field of choice and pick a school that offers a full ride scholarship. Once you get a job, don't stay in one place too long, new hires have better starting wages than loyal cogs. The latter don't ask for a raise.

3. No clue, I assume the higher-ups pocket some of it, most of it goes into campus expansions to herd more loan cattle (think new student housing), and a portion goes to doing the bare minimum maintaining existing facilities.
