If you have to maintain a reserve of XRP to use it, then it defeats the whole purpose of ODL. Lets say Bank A wants to move $100,0000,000 to Bank B in Germany using RIpplenet. Exchange the USD for XRP, send the xrp to another address then exchange the XRP for Euros. The first tx would "pump" the price but the second tx would dump the price.
