Because the split isn't territorial you fuckin mong. Every neighborhood in the US is virtually a 50/50 ideological split. The people you'd be fighting are your next door neighbors. The added problem there is you cannot cut off enemy supply lines without also cutting off your own. Every railroad line, every highway, every power plant that serves the enemy also serves you.
The war would essentially be like a sort micro version of "island hopping," but with raiding nearby homes and apartments while defending your own. The only viable strategy in such a scenario is to turn your personal home into a seige-proof bunker.
