Maybe you could convince some brave souls to trust your 3D printing of non-load bearing parts and have them provide the lower for their own guns, but my assumption is most of your clientele would be criminals or other prohibited persons. The only way you'd turn a profit is buy having your criminal associate provide the lower to a straw purchaser, and you (a totally unconnected citizen) sell the rest of the parts to the intended user for cash, no questions, no records, at an inflated price. (Because he has no other option).

Illegal? Well you are benefiting and in an informal partnership with someone knowingly performing straw sales. A good idea? All your customers are felons. You decide.
