I have often wondered something similar myself. If I buy a long call that means MM is short the call. MM wants to be delta neutral so to neutralize their negative delta position against me they should be buying shares of the underlying, which should print my call immediately right? But it doesn't. It goes the opposite way in fact. Why is that? Is it because that initial delta neutral hedge is done off chain essentially in a private market? What am I missing here?

Nah, 401k and IRA limits are separate. However that $6.5k is the total amount you can contribute to a traditional or Roth IRA in a given year.
