If you are having to pay the penalty you will also pay income tax on all of it at your nominal tax rate. If it was in a traditional ira which is pre tax dollars same penalty if early withdrawal but only taxes at nominal rate on the gains.

If not holding till retirement the brokerage account and long term capital gains is favorable
