But you can, nothing prevents you from doing so. Brokers will have different MR for doing so, and it's usually pretty strict, but you can get away with more shit if you're long. If you're writing, your trade will probably go under risk review to make sure the broker isn't eating shit if you fuck up.
I consider margin and options to both be a form of leverage: margin lets you borrow funds, and high-delta options can give you exposure with less upfront costs (eg deep ITM costs you about 30-40% of what 100 shares would). Leverage is having more exposure to a position/movement/asset without having to use as much money.
Look at forex and CFDs, too. It's not uncommon to trade on 200-500x leverage against slow-moving assets like bonds, metals, etc etc. Now obviously it's retarded to go 500x leverage on like gold, but the idea is that you only need to risk a tiny slice of your account to make a trade and you can have plenty of them on the go with proper risk management
