In the 1800's, the scarcity of gold and silver as well as natural disasters and high government spending caused coins to become smaller and smaller over time. Safes are good as long as you get an actual safe, meaning something that's TL rated. Most 'safes' are actually Residential Security Containers and have no real standards for security. As such they are generally very light and are the ones you could actually carry off even with a decent stack inside unless they're the huge Liberty gun safes. A small TL-15 safe will be around 500 pounds even when empty tho and are very difficult to move and also difficult to get into.

You're right but it still means you get less weight total. At least in Goymoney there's the differential tax loophole and junk silver is as cheap as you could hope for with low single digit premiums. Unless alchemy becomes real, I don't think PMs are ever going to be a mistake to invest in.
That being said, silver might be taxed depending on where you live. I had to pay both VAT and a premium for my silver Britannias. If the premium is low enough, fractional gold seems more appealing to me.
