A 51% attack isn't as big of a deal as you think. It can't shut down the system. It just means some people will lose their Bitcoin. Most people won't. After that block is mined it would just be forked and people would use the miners that aren't attacking the network. The world government would have to start over, just to screw a few people out of their Bitcoin.
