When a bank run happens people go and put that money in other banks, said banks can then lend that money to the banks getting a run. This deals with at least 90% of the problem, the FED can print the other 10%.

That is how the central banking system works. The Federal Reserve isn't an independent entity. It is controlled by the banks who are members of the Federal Reserve System. When banks borrow money from the Federal Reserve they borrow money from each other, and the Federal Reserve board (currently headed by Jerome Powell) dictates the terms of that lending. It is a system for providing liquidity in times like these.
