back in january? there were a slew of resignations over corruption, they were taking financial aid loans and overpaying contractors 2.5x for goods/services. e.g. eggs were $7 for a dozen but Ukraine was paying $17 a dozen through their contractor friends.
further back in November, only 10% of military equipment that required special oversight was accounted for.
you also have people on the frontlines that said only around 30% of aid actually made it to the frontlines.
of the 'old surplus cold war military assets' that only accounts for around $42 BB of the $100 BB cumulative aid. so if you want to write down that $42 BB, that's fine, that's still another $60BB in cash.
