Why the fuck is reverse repo facility still at 2 trillion.

A bank got ran on with zero repo on its balance sheets, the curve is majorly inverted, and now the discount window is spiking, yet the banks are still holding cash. Everything is fine and peachy apparently if you’re a GSIB and the US banks can go fuck themselves
