In the US websites aren't necessarily liable for the posts of users, but they still have to police illegal activity.

4chan knows this, and they admit it by having a report section for illegal content. So failing to police /biz/ for illegal activity and then having users fall victim to that activity almost certainly opens the site to lawsuits. You wouldn't win anything since hiroshimoot is notorious for not paying fines he doesn't think he owes, but you might wind up owning 4chan.
