$ASTS is doing it. Starlink recently announced their intention to also do so. Apple partnered with GSAT last year to provide the SOS service. Rumors are the Qualcomm will create a chipset that connects phones to IRDM satellites...

This is the next wave. FCC today just approved to expedite the process for satellites to connect to phones.
