Governments won't let banks go down, especially since the current issues are caused by the mass purchase of government bonds when interest rates were near zero. Now that interest rates are increased, banks are can only sell those bonds at a loss, which is the entire issue. If governments let banks which applied the "safest" fractional reserve strategy - i.e. buying gov bonds - go to shit, then the entire system collapses
