When the U.S. pressed them into reforming their banking secrecy laws, they had no choice. The alternative could mean losing a lot of American money and they couldn't afford that.

Most of the world capitulated to FATCA. With a few exceptions most of the entire fucking global banking system agreed to spy on all American citizens on behalf of the fucking government because the alternative was worse, and all business done by American citizens in those places is subject to a flat 20% tax upfront, which will have to be paid because of how FATCA works.
