It actually does have info past Sept 2021. I found this out by asking about the Ukraine-Russia war. It knew the date of the invasion and all of the major events up to July 2022. When I asked it how it knows this, it said that if engineers update the training data, but don't specify that a change has been made, ChatGPT won't know that an update occurred.
