Coinbase is also refusing to remove 2FA for people who've lost their security tokens. You complete verification, you get an email and two text messages saying "You can now log into your account", but you login and your security token is still required.
If you reach out to support, they tell you to create a temporary account and move your phone number to it, in broken english. Each time you remind them that you've already passed verification, they paste the same demand to make a new account.
The practical upshot is you can trade and use fiat all you want. But you can't get your crypto out to a wallet you control.
My guess is that they're trying to prevent as many exits as possible without raising alarms. A certain percentage of users per day/month/year will need to revoke security tokens. That's a percentage that can be prevented from exiting.
