The easiest sector to get away with this is in technology since people have such a high hubris about human intelligence and ingenuity, if you make your business sound even remotely sci-fi or futuristic, there are investors that will fund you, or someone you hire that is charismatic enough to convince them of.
Then whenever you actually need money (because at this point you just live off of credit) you manipulate your own company's stock to add or subtract value

Do not short a stock at all until you are highly experienced. When you have a stock, the theoretical limit of loss you can experience is the value of how much you bought it for. In other words, if you pay $500 for a stock, the total you can possibly lose is $500. However, if you short a stock your potential loss is infinite. If you short a stock at $30 thinking it will drop to $25 but it goes to $300, you're out much more than the $5 you think you are.
