It is in the sense that an individual bank being run on needs cash. Cash. Cold, hard cash. Then and there.

So they don't have trillions in RRP. They don't have billions on JPM's or Goldman's balance sheet. They have a few treasuries that are only 100% cash 10 years from now but, if they had to sell now, would yield maybe 60 cents on the dollar.

That's the liquidity mismatch being addressed here. For that individual bank holding default-risk-free assets and no way to get their full cash value from any interbank lending.

Sure but that’s then a conversation about if the banks technically in default if they’re not marking their bonds to market, as you can get the current value of a bond in cash with lending. Who cares if you have 11 billion in liabilities and only 10 billion in avaliable bond collateral to post for cash, unless your assets go to 0 you can always get more cash without realizing losses in interbank lending.

That’s not an answer, they went insolvent due to MTM cash underfunding of 2b, if the bonds were allowed to be cashflow discounted instead they could have lent them out at market rates into overnight repo and been fine. Even at a 60% haircut from the discounted valuation.

There will be no reason to buy any short term, since I can always get the best rate any time I say I need more.
Obviously this will also then compete with equity and lending, since why would we put more risk when we can just bet on middling value bonds.
