It's a bad sign, they recently closed some of their bank lobbys so now you must use the shitty atm machines. They have no one to help but at the same time spam you in the guise of "we care and are here for you" Their service sucks and you should take you money elsewhere.

Southeast PA has seen better days unless you live in a wealthy white suburb. I wouldn't really recommend coming out here unless you have a good job ready for you. You might as well pick up and move to some other state with a good rep.

No. They probably want to lock you in at a 3% - 4% rate and use your loan to buy Treasury Bills yielding 5%. It's just a way to make a little extra money for them.

I got a CD at my bank just to keep my specialty perks, since having a CD still counts as having that money on deposit in my bank.
