it depends of whether the unsecured reserves will be covered by the government or not

if they are not, people's faith in the system will collapse
money will pour out of minor banks and into major ones that are deemed too big to fail and most likely to receive bailouts if they did
money pouring out of these smaller banks will cause a chain reaction

on the one hand the government should just bite the bullet and bail them to avoid such a risk
on the other hand this doesn't fix the problem and in fact just strengthens moral hazard
