Let's say I'm trying to withdraw my bitcoin from an exchange but they only let me withdraw a small percentage of it per day. I could either keep sending them to one address or create a new address for each new transaction. When I finally decide to send all those bitcoin somewhere else will it be the same cost to consolidate all the transactions from separate addresses as if I sent them all to one address. (Because even though I sent them all to one address, they'd all be separate tx inputs adding to the final transaction size?)

A transaction requires one signature per input (not multisig). Therefore, you're better off using the same address.
