I work for a Bitcoin mining company. I assume he means they should tax our facility itself based on the cost pf the electricity bill we accrue in our miner hosting services. This is like tens of thousands a month at least and usually our clients cover most of it since we host their machines at our facilities and they keep the revenue mined in their own wallets. Not sure how much this would affect us but even small price differences in electricity can add up very fast.
