it's either:
1) fake bullshit negotiating tactic used by the recruiter
2) a legit corporate policy or salary band in which case it would most likely be listed in the job posting


you could maybe angle for extra non base salary compensation like a signing bonus. or try to get bumped up to the next level so you make more but are still within their defined salary bands. I'd just stall with them and use their offer as a means to speed up the process at other companies.
