P/E is sky high because market is pricing in how innovative USA is. In 1970s average P/E was much lower, because the only innovation on mass scale was new model of TV display distributed globally. Nowadays new services and products are created at much much faster pace, and their global adoption is almost instant. In past I had to wait years for a product from USA to appear in my country. Currently global distribution is almost instant.
Remember that market is forward looking, and higher average P/E is simply reflection of faster growth expectations.

Anyway, if you want to buy low and sell high, I'd focus on growth metrics, not current valuations. If your stock has P/E=4 but its sales are declining 30% QoQ, then I would not touch such thing. P/E reports current state only and investors are interested in the future of a given company.

To end, paper trading of PM's is as big as it is specifically to incentivize using debt-backed fiat currencies, and if you thought fighting the fed was hard good fucking luck fighting every fed in the world to knock fiat off the top of the hill. Commodities are a fine enough 5-10% allocation of a portfolio, going bigger than that is generally always retarded.
