Looks like the leak and the discussion from last month was on the money. Basically they're replicating the infrastructure of data feeds to revamp AnyAPI so you don't need to coordinate with node operators or have to build external adapters. You can use javascript to run arbitrary code on the Chainlink network and post the output to the blockchain network.

And yes, token's needed as it's a subscription based model.
