they make a commission on your placement, usually a % of income. it's easier to place a bunch of people into shitty low paying jobs and make commission on placement volume. i went through this a year or two ago, where some faggot director at robert half tried convincing me that i should job hop into a title promotion for a 10-15% raise, and that any more was asking too much. i ended up finding a job on my own for a 35% raise.
