I think that Coinbase is going to try to leverage their users' KYC. Users going from Coinbase -> Base will have the option of adopting a single on-chain identity that will allow dApps to know they're unique and not sybils. The ID wouldn't even need to disclose any other information to be useful for, for example, fair-airdrops. Disclosure of other info would be at users' discretion.
