The problem is the splivvy allowed the DTCC to steal shares owed to foreign brokers. They told them to handle the dividend as a split. BECAUSE they did not send shares overseas they were actually able to temporarily IMPROVE their position relative to the number of shares they own.
The DTCC simply transferred the risk. But every share requested via DRS still gets purchased from someone, somewhere. It's all a literal bluff, but the shares are running out. The end game is pretty obvious. At some point brokers will not be able to deliver shares to CS without actually enticing someone to SELL a share from CS. Ideally they need un-DRSed shares to be sold, or claimed via covered calls.
