To get from TradFi banks/cash to crypto you need to KYC on an exchange or trade peer-to-peer with other people directly. You can only use DEXes once your money is inside crypto. Bank USD doesn't work in DEXes, only crypto. Your best option is buying from a friend who has crypto, you'll see their eyes start to shine if you ask them for help and show interest. Second best is from a stranger you meet through interwebs but be careful of scammers. And many won't bother meeting for a 20 USDT trade.
