This is taken from a 1917 pamphlet Lenin wrote, it basically describes the Federal Reserve System of banks. If you also consider the Bureau of Labor stats and the entire notion of the government micromanaging on a month/month basis, Lenin would probably have been stunned at just how much central planning would go on in the USA in 2023.
