I wouldn’t be so sure about that. We have the best toys, but competent manpower is different and is always in high demand in any military. Taking the last few operations as examples, the US is good at quick attacks (desert storm, whatever Iraq 2003 was called) but anything that drags on more than a month or so becomes a clusterfuck that nobody knows how to end. That’s the kind of thing Russia’s geography is perfect to combat against. Whether Putin would go scorched earth like they did against Hitler or just deploy ze missiles is anyone’s guess but any non-nuclear engagement would end with Russia gaining a Pyrrhic victory. Where is the proofs? Where are the brokers or German or other securities agencies crying foul? Also, this effectively transfers the short positions to the brokers? Why would they agree to this? The foreign brokers exist in a client state of the United States known as Nato. The DTCC probably told them to stfu. The foreign brokers now all have far fewer shares than their liabilities on their books and they need their citizens to sell and walk away. This means that foreigners who DRS their shares are some of the deadliest, because if those brokers are forced to go to the lit market to buy new shares this unravels much quicker.

I have seen zero proof this issue has been resolved. The splivvy was predictably mishandled and literally everyone saw it coming a mile away. The DTCC needs every share it can get to manage the problem domestically, they would never let a single share leave the shores of the United States. So in a way, the splividend actually benefitted the shorts temporarily because most of the DRS requests are coming from the USA. And domestic brokers were able to snatch up a larger portion of shares than they are otherwise entitled to. The essentially shifted the "holes" in a place with less water leakage which allows them to better manage the problem here.
