Lower inflation does not mean prices decrease, it means prices just don't go up as fast. Those expenses are going to still going to get more expensive over time. Governments and central banks are actually doing all they can to prevent deflation, ie prices getting cheaper, working harder at that than they ever did for preventing inflation.
