Loans are a business, never do business with friends; always make friends through business. Give him the money and say "don't worry about it" and then if he pays you back great you can do it again.
The "I'll pay you back tomorrow" is a bit of a red flag that he's financially fucked and will be ducking you tho. £20 to find out.
