Its a negotiation tactic and the same reason most companies dont post their product prices online, you have to call/write to get an offer. You dont want your competition to match your prices and you want to charge higher prices to those that dont know what things are worth.
Information is power, that kind of thing. It has nothing to do with deserving, often two identical workers earn different salaries, bosses dont want them to know and get angry

because different people are willing to pay for different prices. That is usefull for employees when you're not the most qualified on paper but really wants the job opportunity. This is good for employers because they can optimize their budget and maybe even hire and extra 1 or two people to the payroll(or just fucking save).

If the employer have to pay exactly the same for everyone then they will only hire people with the strongest CVs and those people won't be able to negotiate salaries because the price is fixed.
