I don't know but I don't think it has anything to do with what the customer is doing. Banks want to maximize their return with lowest risk.

Only banks are allowed to invest directly into RRP, but you have to consider their other options to understand why they're doing it.
Consider their options might be Real estate, Bonds, or commercial / consumer loans.
If I think real estate will go down, bond yields could go higher, and project the default rate on loans is going to be higher in the future despite higher rates, I would put my bank's money in RRP.

If I thought bond yields would go lower I'd probably take it out of RRP and put it into treasuries

A third alpha is ironically factories. so my dad pulled his money all out early January, and my grandpa manages their portfolio. My grandpa is an accountant and does consulting for some sort of investment firm on the side.
