SWIFT at SmartCon said that they were in the process of a Proof of Concept with Chainlink.
Then they release a document laying out that their (very successful, scalable) 2022 work on interlinking CBDCs is through the use of DLT, smart contract messaging, and PKI.
Worth noting is the status of "central bank regulator nodes" who will act as gatekeepers to the SWIFT network and ensure that any messaging heading out into SWIFT has been vetted for AML/fraud/all the usual regulatory stuff.

I highly recommend that people actually read through the document that OP shared.
The very short summary is this:
SWIFT has laid out three potential approaches to a multi-CBDC future and how they will interact. The first one was a proof of concept they finished in 2021. The second one is the proof of concept that they have just finished.
The second one is 100% the Chainlink based approach. All of the language about flexibility, about inter-DLT and DLT-off chain, about smart contracts, it's all exactly what Chainlink have laid out. It has been a total success and it has advantages that the other two approaches do not.
BUT it's likely they will still do a test run for approach #3 next year. It would make sense that they'd attempt a serious proof of concept of all three possible structures (unless #2 has been such a success that the other two are lip service).
If they do go for a solution #3 PoC, it might be XRP based, I don't know. It lays out everything running in a unified environment, unlike Chainlink which is all about intercommunication between disparate systems.

The super tldr is that this document is almost incontrovertibly the Chainlink PoC with SWIFT, and it has been a huge success, but does not guarantee beyond doubt that Chainlink will be the final adopted solution.

Chains are the least significant part of the tech stack, anyone can spin up a settlement layer, private/consortium/public chains will be in the mix, banks have no need to ordain some token as a reserve currency, chainlink + any settlement layer of their choice + settling in anything (CBDC's etc). So if 1 XRP is worth 1USD, one can be transferred as infinitum, but 1m will be needed for a 1m USD transfer. XRP worth 100USD would only need 1000 XRP and so on. Genuine question for the cripples ITT from someone who's held Chainlink since 2018 but has never researched any other project.
My understanding of XRP is that it's meant to be an intermediary for cross-border payments. e.g. if Alice wants to send the equivalent of $10m USD from Bolivia (in the form of Bolivianos) to Bob in Paraguay (in the form of Guarani). So Alice goes onto her local crypto exchange and uses her Bolivianos to buy $10m worth of XRP. She sends that to Bob, who immediately sells it on his crypto exchange for Guarani.
So what does that actually accomplish? It seems like the main problem with cross-border (meaning cross-currency) payments would be for lack of a better word "exit liquidity". That is to say, the problem with Alice just sending Bolivianos is that there wouldn't be enough liquidity in the Paraguayan currency exchanges to be able to convert it. And especially if you have a situation where you mostly have currency being sent from one country to another (i.e. first-world residents sending money home to third-world countries).
It seems like XRP would just make this problem worse, because there's even less chance that there would be enough liquidity on either the Boliviano-XRP or Guarani-XRP pair. Their best chance would still be to use USD, but then they're relying on Bob being able to actually buy $10m worth of Guarani, which might be difficult.

Reading through it again I will revise this statement:

They are not going to make an attempt at the third possible layout (all CBDCs operating on a unified layer) due to problems with local jurisdictions, scaling, and getting disparate CBDC structures to agree on a unified ruleset. They say explicitly (highlighted in picrel) that they will be focussing only on structure 1 or 2.
Structure 2, as we've seen ITT, is the Chainlink approach. The drawbacks of Structure 1 are laid out on page 7 in the right hand column. Structure 2 solves for this.

All taken together, it honestly looks like the Chainlink approach to mutli-CBDC communication has won out as the best of the three possible structures laid out by the BIS. It will be very interesting to see what is divulged at SmartCon 2023 in regards to this PoC winning out against the others.
I would not expect the actual product to go live any time soon, 2030 is a realistic timeline for a global CBDC rollout, but if we get confirmation next year that "the Chainlink PoC was the winning structure for the future mutli-CBDC system" then it will be the biggest Chainlink news in its history, by orders of magnitude.

But the interoperability is fundamentally nerfed, because in the example with the blockchain-to-blockchain transfer, the receiving blockchain has to be SETL.

So instead of
