It makes sense to raise the price for the IOUs as the ledger develops into a working product. Current discreet has a functional ledger while $.1 discreet only had stated goals and a technical paper, obviously the value-proposition of these two are very different. I'm hoping myself for there to be a big dip at launch so I can slurp... but wouldn't bet on it. Depending on buying pressure at launch it might also appreciate immediately, if that is your entry strategy it might bite you in the ass. Half a dollar for what the devs are proposing is a steal anyway.
