Because it's the elephant in the room. It's a very low-effort way for lawmakers to demonstrate they're doing stuff to curb the bad influence of crypto. Leverage is just a tool, and if used correctly is way safer than buy and hold.
Also having high leverage allows you to keep less on an exchange, which is good for traders who want to protect their assets from a black swan collapse.
